Tsubasa and Misaki are probably only tired, Ishizaki is probably still fine, maybe Jito too, but that's only 4. The rest are injured. Oh wait!! Matsuyama! he's there too I guess.
But with Hyuga's right leg injured, Misugi pulling more than his allowed time with his heart condition, the Tachibana twins injured, and Wakashimazu with whatever is left of his right hand...
Considering they're not allowed more substitutions, and since I'm not so sure of the rules regarding the current situation (over time penalty kicks), are they allowed to swap in benched members for a shot? Or not? If not, than I guess we have the lineup.
I guess Wakashimazu's injuries were so prminent this episode to make sure that Wakabayashi will be the goalie against Germany.

Nope, you can't make a substitution for penalty kicks, you have to sub players during extra time for the players to be eligible for PKs.
